when using mods it puts a lot of strange on the cpu,  peteru callouts is unstable  i  also would turn off sync v  that should improve it  fps abit
 
also your cpu is only max at 3.6ghz with all the dlls on there it will be pushing this to the max eg that's y your frames are reduced
 
but i would do some long manual checks remove all the call-outs apart from assorted call-outs  and try that you should see the difference
 
this one is a big cpu user oj scenarios
 stop all  ambient events  or leave them on i use lspdfr comes alive its all ambient events is so good

try f4 forceduty  that will force you to go on duty with out the uniform  then use the trainer to get car and uniform i use trainer v

i would reinstall lspdfr  and then reinstall ragehook  install

That only needs done once, after GTA updates.  The reason is because the game updates the vanilla update.rpf, not the one within the mods folder.
 
  Regarding the infinite loading, social club was fucking up for me as well and giving me infinite loading.  Tried what I said on a whim and it worked.

Just so you know for the future, this is a social club issue.  I'm not sure what happened, but if you open the commandline.txt that is in your GTA V directory, you can add in -scOfflineOnly and save.  Then it'll load. 
 
Do note, however, if you start up via the normal GTA 5 exe, you might not get the UI that initially comes up to select story mode, online, etc.  It will immediately start loading story mode.

They can be uninstalled, there's nothing special about them.  OIV installers are just easy passes to installing mods, tbh.  That's all they do is install the files for you, which entails replacing files if it needs to.  Some mods have an OIV uninstaller, but if they don't, you're kind of screwed.  I never advise using OIV installers/auto installers, because you really have no idea what it's changing.
 
If there isn't an OIV uninstaller, you're going to have to either
 
a) Manually re-add the vanilla files.
 
or
 
b) Redo the mods folder.

I don't at all understand what you're asking/wanting.  Are you asking about how to make ELS enabled cars non ELS?  If the answer is yes, it's not possible.

The point in which your game is crashing has me wondering if it's a gameconfig issue.  Rename your mods folder to _mods
 
and then try loading into the game.

There are many amazing Callout plugins that exist, but a lot of them do not capture the real call's that Officers have to deal with every day, or many are extremely basic on the call.
iCallouts is Developed based on Real life experience, along with research. iCallouts is aimed to bring the realism to Callouts, Things such as Home invaders, Missing Child, and many more.

One feature that we noticed from a Callout plugin is it had a nice touch with a Interaction menu for some calls. This really brought a level of realism as it let you be in control, It was not just a basic capture the criminal and code 4. You dealt with the call the way you felt you needed to, and this is another thing that iCallouts is heavily going to expand on.

Ignore the part in the instructions that say "put these in a specific patchday".  The vehicles, character files, etc you're adding go in the latest patchday that has peds/vehicles.
 
I assume you mean reaplcing peds and vehicles, correct?
 
For vehicles, go to mods / update / x64 / dlcpacks / very latest patchday that has a vehicles.rpf / dlc / x64 / levels / gta5 / vehicles. Click "edit mode", now drag and drop the vehicle files.
