I think I found it. However you would need to change the light colors yourself. I am downloading it now checking it for you. Once i confirm it is the one you want i will post the link. I also go tricked by this. it is also Non-ELS http://gtapolicemods.com/downloads.php?do=file&id=876 This should be the one. You just need to change the light file using SparkIV.

I changed them but the light still cant be moved.....

Can the control keys be changed? i tried changing them because i am playing GTA IV in my laptop. the light just can't seem to move.....

Edit your ELS.ini using sparkIV. under the section Ai_ELS_SP = 1 // Toggles ELS on/off for AI in SP, switch the 1 to 0

Turn off the AI's ELS. ELS v6 is not very stable. With the AI's ELS off, the game will crash lesser

What patch version are you using? LCPDFR only supports patch 1.0.7.0

One way is to disable ELS for the AI police cars like i did it really reduces crashes even with ELS cars in Police and police 2 and of course using v6 of ELS
