Okay, sure, but that's not abuse in any shape or form. It's simply going to prevent the mod author from improving, meaning their mods won't be any good and won't get any downloads.
Which shouldn't be done in comments anyway, this should be reported or the author should be contacted via PM. In fact, by using the comments, you'd just be encouraging the dramatization you were worried about previously...
In fact, I can actually see the ability to disable comments being a good idea, as user's could have a single thread for bug reports/feedback, where they can contain everything for all of their mods, allowing them to ensure they see everything they need to as opposed to having to maintain loads of different comment sections accross multiple mods. I still don't see any negatives of disabling comment sections.
