First of all never mod "police1", "police2" or "polpatriot". These are spawned by the game and will often cause the game to crash when it uses ELS. Use steam to verify the games files so that they are restored to the original then reinstall your mods but not in the slots mentioned above. Open the ELS.ini file and change ELS AI to 0 Tom @JAM, Ninja'd

Run the installer as administrator. Make sure the Grand Theft Auto IV folder is not read-only.

Make sure you are running the games as an administrator. Look in the list of your installed programs. look for ".net framework 4.0 full" or similar. If you see ".net framework 4 Client profile" then you have the wrong version so download this one here: http://www.microsoft.com/download/en/details.aspx?id=17851

If you disabled the callouts during setup, your obviously not going to get any callouts! When you select "Disable Callouts", you are telling it not to give callouts.
