Why did you upload the diagnostics tool?

Try attaching the file to the post instead. Make sure there is at least some text in the box though otherwise it won't let you post it.

Go into the ELS.ini file in your root directory. There should be multiple values such as intensity and range. Have a play around and edit them to your liking.

Open the text file. Copy and paste the text into a post, it's not rocket science (at least I don't think it is)

They probably won't as the systems they use are for mass production i.e a minimum of 500,000 rolls but if they do let me know :)

That would actually be so cool :) Not sure what I'd use it for (apart from sticking things, obv) but I'd buy it for the novelty factor lol.

It tells you to run the diagnostics tool and post the results. Link is in my signature below. Run the tool as a administrator and then when it has finished hit more info and then post the text shown.

ALT+F11 = Force Callout The vehicle has to be empty (as in no people inside) for you to search it. Get them out of the vehicle first.

That is talking more in the terms of stealing content and models from other modders and developers and then releasing them and saying they are you own.

It would be best as you can be sure the it's exactly as it was originally though if you look in the downloads section there are the backups for the police vehicles alone.

You can disable the keybindings in the .ini file so that you have to press F3 to open the men and then use the numpad to navigate.....

I think it's police3 and police4 though I'm not sure. And for question two the answer is no, the ghost lights are not present.
