As ekalb said, please read the stickies. Also run the diagnostics log, the link for which is in my signature. Run that as a administrator and post the log it produces when it is finished. Also ensure that you have .net framework 4 EXTENDED and also C++ installed. @GTARescue1, if the patch is not up to date then the game will generally not start at all once LCPDFR is installed. Once he has run the diagnostics log we can see what patch he is running and advise him what to do from there.

If they are ELS enabled vehicles, backup will often crash the game. This is because ELS reloads the model over and over again and it causes the game to freak out. This will cause it to CTD. It is recommended that you only mod vehicles that will not be spawned for backup such as "FBI" and "noose" as they are not spawned by LCPDFR as backup. Alternatively, Open up the ELS.ini and change the AI setting to off. This means that any backup spawned will not crash the game as ELS will not be active on those vehicles. As KDUB said, when spawning vehicles whilst at the station, opening up the LCPDFR.ini and changing the "PreloadAllModels" from false to true may solve your problem, though if your computer isn't the best, It may make things worse.

I don't think you have realised that the problem has been solved. He's now experiencing problems with ELS crashing his game. @mao.zianb - You have too many car mods installed that are ELS enabled. When using ELS cars you should not modify slots that are used for backup such as "police" "police2" "police3" "police4" and "polpatriot" only mod "fbi" "noose" and vehicles that LCPDFR does not spawn for backup. Alternatively, you can turn of AI ELS enabled in the ELS.ini but then the other vehicles but yours won't have working lights.

Not every problem is the same, with the same solutions. It can have multiple causes which are not always fixed in the same way. It may have worked for you but for others it may not.

What was it that actually solved the problem? and for the traffic stops, make sure you are right behind the vehicle.

There is a reason why the troubleshooter will not let you post in the support section. Do as it says. It most likely won't let you post because you have modifications installed. Remove them first and try again.

The error message you are receiving is because the installer doesn't have permission to write/create new files. Make sure you are running the LCPDFR installer as a administrator. Check again to ensure your folders are not read-only.

Have you already installed LCPDFR, or is this error coming up during installation?
