I use dsound, did you put the light_1 and light_2 file in weapons.img?

AMD or Intel Quadcore -> AMD Phenom II X4 955 / Intel i5 4-8GB of RAM (best DDR3 or fast DDR2) Graphics card -> nvidia GTX 550 (or something like that)

Desktop PC =/= "super awesome gaming rig" I don't have a High End Gaming PC either, and still I manage to get my 20-40 FPS. Not playing GTA IV on a laptop should be the first step to achieving a better frame rate.
