  2. In general if a modder releases his stuff unlocked, it means you're allowed to take alter it, on the condition of giving him credit. Although, it doesn't HAVE to be like that. Some modders might not want it. Usually you're good to go if before releasing it you PM the original author and ask if it's okay if you release it, better safe than sorry.

    Of course it is, it'd be awesome if you'd release a civilan F-350 on here. If you plan on releasing it unlocked, even better. This kind of stuff brings the community forward.
  4. You need zmodeler and the permission of the creator of the mod. He is the only one who can hand you an unlocked (editable) file. There is no other way. Also, I doubt you will get "fancy" models if you aren't known at all. Start with some CVPIs and Chargers and if they're good you might earn enough trust to get an unlocked car from some other modder.

  6. We're a bit smarter than that, and yes, we still don't take suggestions, nothing has changed since your last post. It would be cool if you could write your idea in a bit better english, because, in all honesty, I have no clue what you're trying to say.
  7. Well to create new cars, you will need to learn how to model in 3D. There's some tutorials on the internet, but unless you want to invest quite a bit of time in it, I wouldn't bother. It's tedious to learn (at least for me). For installing mods, you will need a few tools like OpenIV or SparkIV, there are some videos about it here on the site and all over the internet.

  10. ELS is toggled with J for primary lighting K for secondary lighting L for takedowns Aditionally there is a menu to configure the lightmodes, which you can acess by pressing ALT+M while inside a police vehicle. It's all in the readme, bro. Read it.
  11. Go down with your graphic settings while recording, record to a different HDD than the one the game is running on, quit processes which you don't need.

  13. Field Operations is BLUE, USBP are the ones that use green. On top of that, I think if you'd use the original font, it would look more professional ;)

  24. Download SparkIV, go to sfx/resident.rpf/horns.ivaud - There is a file called Ambulance_Warning.wav - It's different from Police_Warning (which is the priority siren). The Ambulances in GTA IV have their own priority sounds, for some reason, I also recall firetrucks having a file for their own aswell. I wonder why rockstar did that, I mean, they applied the same siren to every service; they could have aswell given every service it's own siren files and then made a proper EQ2B.
