I ended up fixing it. Apparently, it was the Pack File Limit Adjuster. Thanks for the help!

I have upgraded my game from LSPDFR 0.3 to 0.4.1, I have updated all plugins, and plugins that weren't updated after 0.4's release, I deleted. But whenever I launch the game, I am crashing to desktop. i can't even launch the game from Steam. Help?! I cannot seem to figure out what's causing the crashes. Here's a crash report:

Digital HD is right. That should fix it, because that's what controls the lighting.

That can be fixed by going into the ELS configuration file (ELS.ini). Once you open ELS.ini, scroll to the "[GENERAL]" subheading. You will see "ElsMaxRangePl", which controls the distance of your car's lights, and "ElsMaxRangeAi", which deals with the AI's police cars. Change the numbers on the right of the equal sign to a greater value. For example, My ElsMaxRangePl is set to 5000. If that wasn't good enough for me, I'd try 8000 or 10000.

Make sure that in your graphics settings, your PostFX and Shader Quality are both set to "High" or "Ultra".
