Have you ever played with one of those toys where you put the shapes in the holes? Same difficulty as that. Plenty of tutorials on YouTube however. Hmm, a new graphics card isn't going to do you much good tbh. Ideally you're going to need a whole new system. I5 6500, RX 480 would serve you well.

Create a mods folder using OpenIV. Navigate to the rpf you want to modify, right click, and click 'copy to mods folder'. Secondly, I'd recommend using the 'ForceDuty' RPH command (F4) & then using EUP to get a uniform, or configuring sirenmastery to not use the controller d-pad (Grand Theft Auto V\Plugins\SirenMastery\Config\ControllerConfig.ini)

Haven't played in a while so decided to reinstall GTA + LSPDFR. I'm in love with ELR and Albo's Siren Mastery. Two screens from a short 20 min patrol.

That's the GTA IV mod. OP is after the GTAV variant. @riowongkp, unfortunately Los Lantos protection squad was removed. It seems the developer discontinued support for it. I'm unaware of any alternatives.
