Steering wheel wont work for GTA because there is too much in the game for the wheel to handle (i.e. getting out of the car, walking around shooting, etc) and it was meant for driving strictly SOURCE: BestBuy GeekSquad Technician

How do you create a skin, or; edit one with permission from the owner? For example, lets say I wanted to create my own skin, with a specific police department, or company? <--- How would i go about doing this? or; as another example, lets say I have a skin (with permission to edit as long credits are given) I wanted to add a logo, or words. <--- How would i go about doing this?

That "telephone" (known as the "Priority" tone) is the best part! Why would you want to disable it? thats like taking the base out of a song. But to address your question, I don't think there is a way to.if there is, you'd probably have to open the siren file & delete the .WAV file associated with the Priority Tone

It can. It opened all of the vehicle files (which are .rar) Type of File: WinZip File (.rar)

My maps disappear. no cars load from spawner, no character models load from spawner. as soon as I leave the Safe House in EFLC. I can NOT continue the game, why? because either the maps disappear, or the game crashes. :wallbash: I just scanned my PC for viruses & malware & removed all infections/viruses, restarted my PC & still, the samething! I have the Strobes Mod, but as I had posted earlier up, I would like to see an option to change the Flash Pattern included in the ELS Lighting Option Menu. (Maybe in ELS V7? if someone makes it.... )

Well usually the maps disappear, they used to disappear after a good 10 minutes or so, now they disappear within 5 minutes & then most vehicles (ELS or non ELS such as civilian cars) WILL NOT spawn.

What about ELS? It doesn't have the WigWag effect (AKA strobes effect).
