Regions.xml in the data folder if you wish to change the default backup menu, or Custom Regions in Ultimate Backup if you wish to set LSSD or BCSO to the power station. Just find <Zone>PALMPOW</Zone> and take that out of the Custom Regions file. That's correct. This is setup for the public version 9.3.- 937 comments

My modification does not affect the "pop cycle" settings for GTA 5. This includes default peds and vanilla vehicles from spawning. Default peds spawning is native to GTA 5 and can not be changed unless you edit them and for the vehicles, it uses the park vehicle function to spawn a vehicle closest to you at a parking spot. At that specific station, it's usually on the sidewalk, or near the side of the building. I do not know how to change pop cycle settings. LSPDFR only "adds on" new content to the world instead of replacing them from native GTA 5 if that makes sense. I wouldn't know how to disable them natively.- 937 comments

Are you installing everything from the San Andreas Ultimate Backup [EUP] Complete Edition folder into a clean vanilla copy of LSPDFR? As far as I know, a station for Los Santos County Fire doesn't exist so I didn't make a configuration for that, but everything else should be working for you.- 937 comments

- FIB Suburbans replaced fire trucks after ultimate back up installed.
In the special units file you can go to the fire first responder section and replace the FBI2 slot to FIRETRUK. That should fix them showing up in a police car.- EUP Backup Configurations [9.3]
I never had to install cop holster to use it with EUP peds. Plus cop holster is outdated. The native LSPDFR holster seems to work fine with the current EUP.- 937 comments

Do you want to change just one region of BCSO to LSSD for example? Or do you want to completely change BCSO to LSSD? I will be covering both the default backup menu and for ultimate backup also. For the first option, go to regions in the data folder and locate which region you want to change. You can reference region names here - https://www.lcpdfr.com/wiki/lspdfr/04/modding/doc/zone/ You can then go to BlaineCounty and take one zone from that section to then add that to LosSantosCounty. Now for ultimate backup you can go to CustomRegions.xml and create a section to add a region to LSSD in place of BCSO. You can add local patrol backup, female local patrol backup, k9 backup, transport, S.W.A.T., to this file if you wish. Anything within this file will automatically overwrite the default regions file for ultimate backup. Here's an example of changing one region from BCSO to LSSD (click spoiler tag). This is an example for the local patrol section of the CustomRegions.xml file. Now, for the second option. If you wish to replace BCSO entirely and only have LSSD you can change the following. In the backup.xml in the data folder as well as the custom data folder you can change it to this (click spoiler tag). For ultimate backup, you can locate BlaineCounty in DefaultRegions.xml and replace them all with LosSantosCounty. Don't forget to add female local patrol backup, k9 backup, transport, S.W.A.T., sections to the CustomRegions.xml file if you wish. Additionally, you can change the specialunits.xml file to LosSantosCounty also. Hopefully, this solves your question.- 937 comments

In your log it says you have aCompleteEditionHook.asi in the GTAIV folder so you might have forgotten to take it out? - EUP Backup Configurations [9.3]
