No, there isn't an 'all in one pack' for a few reasons. 1) Not all mods are made by the same author, and most authors prefer having their mod on their page and not bundled with others. 2) You can throw all these mods together and throw them in your game, but you'll have no idea how to use them, which mods they are exactly, and if a support issue comes up, you'll have no clue what to look for or how to do it. While this forum does provide support, we'd prefer folks learn how to do the basics themselves - installing the plugins and what not being one of them. Keybind wise, just head into the .INIs if they have one and change them.

These features are not provided by default. You need Albo's LSPDFR+ for that.

There are plenty of non-ELS police vehicles in the downloads area. In terms of fire/EMS, you're right about that, there's not a lot of variety there. Personally, I find non-ELS to be ugly. You're stuck with the default shitty Rockstar lights which resemble an older game that, on a budget, made the lights. Aside from that, ELS just offers so much more customization and free range. I could never imagine playing without it again. There are still plenty of non-ELS modelers, but most of them are making the models for fivem servers with zero interest of sharing. (to be fair, in some cases they are paid to make the models exclusive)

Total savage fucks. Even worse than the North Koreans who imprison US tourists just for taking pictures, and then make them do slave labor.
