Rage Partially Loads Before Shutting Down
Try launching the game using PlayGTAV.exe (instead of using RPH), going into story mode, and then alt-tabbing out and launching RPH. RPH isn't loading its graphics components properly; while the console doesn't appear, it should in fact work (if you try typing "ForceDuty" after hitting F4, it will force duty). Out of curiosity: when did this start for you? EDIT: If you have Steam instead of retail and PlayGTAV.exe isn't there/doesn't work, try the same thing but launching V through Steam. Point is: try launching without RPH running and launching RPH once you're in story mode.

Bring back the CVPI!
NHTSA seems to only partially rate each model year (e.g. 2011 is only rated for rollovers). IIHS says it has good performance on front crashes but only mediocre on side crashes (these are models with side airbags; the ones without did worse, but that's obviously not a fair comparison). It turns out the body-on-frame is less of an issue than I had thought; I was under the impression it meant there wasn't much of a crumple zone, but I suppose that just because it doesn't crumple in a minor impact doesn't mean it won't in a major crash. As for the nameplate, I'd be surprised if Ford didn't eventually bring it back. They might even try something inspired by the CV's styling (but looking appropriate to whatever year they bring it back), with a clearly distinguished hood section, cabin section, and trunk section. But yeah, they're never bringing back the CVPI as it was until 2011, because cars have moved on. Consumers stopped wanting it a while ago, which is why it ended its life with Ford not selling it to anyone but fleet buyers. Fleet buyers were also no longer buying enough to justify keeping it going. Ford didn't cancel it for kicks; they discontinued it because it was no longer profitable.

It really depends on where you are. Tickets can be labeled "ticket," "citation," "complaint," "notice to appear," "summons," or other terms, and there's no standardized terminology.

You might want to instead texture the sheriff peds, which already have a patch (you could put your patch where the preexisting one is).

My suggestion for Lspdfr
The LSPDFR team isn't really focused on providing callouts; they work on improving the experience of being a police officer in GTA V. Instead of writing callouts themselves, they made the mod extensible, meaning that other scripters can write their own callout packs. You can find lots of these packs in our downloads section.

No, LSPDFR support is in this other section. The section that this topic was posted in is the general GTA V support section, which is for support with anything GTA V related that is not LSPDFR. FiveReborn support is perfectly OK in this section.

Limit daily upload count
A large multi-livery pack makes it harder to search for individual files within that pack. If I'm from Dearborn, Michigan and I want to see if anyone's made GTA mods for my local police, the file titled "Dearborn Police" is both easier to find and easier to recognize as what I want in a search results page. As for why you'd upload a bunch at once: as a modder yourself, I'm sure you know that it can be a bit annoying and tedious packaging a file for release. If you have a few projects going at once, you might do the final touches for all of them at the same time, and want to just get them uploaded right away. With the specific files you mentioned, the user could have saved them for a "Michigan megapack." But those packs have their own issues: the featured screenshot doesn't represent most of the vehicles, it's more annoying to figure out if it has the particular skin you wanted, and the download itself becomes much bigger. I have a hunch that the "new files" list isn't the main way people are discovering mods, especially not ones like yours (based on your download count and rating, your mod will probably generate word-of-mouth).

oldest police vehicle currently in service?
No, the oldest vehicles are likely special-purpose vehicles (not cars), and there's a good chance they'd belong to a small specialist agency that has an easier time scrounging up maintenance money than replacing them outright. Also, I wouldn't be surprised if it were a boat or a plane instead of a land vehicle.

The Privacy Act 1988 applies to large businesses as well as government agencies, but it specifically excludes acts done by a media organization in the course of journalism. Journalism is governed by different privacy standards.

Traffic Policer RNG seems broken
When playing using RDE as one of the added peds in one of the added cars (the issue may not be specific to this, but this is how I noticed it), and with GTA time and weather frozen (ditto), the RNG in Traffic Policer seems to be popping up the same results all the time. I've gotten like 6 or 7 consecutive street races across multiple game sessions (this is supposed to be low-probability), and drivers continually fail to provide a valid breath sample for the breathalyzer (unless a callout says they should be drunk). Any clue why?

Not sure if this has been posted yet, but I just ran into an issue with the bank heist. The robbers surrendered, at which point an ambient cop (I think) decided to start shooting. I dealt with him, but when I talked to the captain to go into the bank, the SWAT team and the cops began massacring the surrendered robbers.

US Marshal EUP Vest and Cap
They are. Deputy US Marshals (again, referring to people who are actual USMS employees, not people who work for any other law enforcement agency) participate in lots of USMS operations. Unsurprisingly, USMS largely uses its own employees to do its job. The close to 4,000 DUSMs? None of them work for a police department or sheriff's office. They work for the US Marshals Service, draw their paycheck from the federal government, are subject to federal HR policies (health insurance, leave, etc.), and can be given a permanent assignment anywhere in the country. If you mean Special Deputies, most people with federal law enforcement authority who don't work for a federal law enforcement agency are Special Deputies (some others are deputized by other agencies for drug or immigration enforcement authority, which USMS doesn't give out). On a task force but really work for a state/local agency? You're a Special Deputy. You aren't an actual DUSM and only receive the credentials USMS feels like giving you (which are likely to only be an ID, since you don't need a metal badge since you aren't an actual DUSM).

"Deputy Marshal" doesn't mean "person who works for another agency and is deputized by USMS;" it generally refers to people who are actual employees of the Marshals Service. The non-deputy marshals are Presidential appointees who are responsible for a federal judicial district; the deputies are federal civil servants who are full-time employees of the USMS. Someone sworn in by the Marshals to give them federal authority is a *Special* Deputy (and it isn't restricted to cops: a federal prosecutor might be sworn in so they can carry a gun in self-defense, and the head of the science station at the South Pole is given basic police training and sworn in as a special deputy as well). They aren't counted when the USMS reports how many deputies they have, because they aren't actually employees.
