Reason it stops working, could be that your ENB is not a match for your 1070+ game. Most ENBs out there are for 1040. I was very lucky finding this ENB for 1070. About your specs: Your PC does not seem that strong.

You could try running it in Windows XP mode. Have you tried that? And maybe the model is somewhere for download. I don't know, I can not ensure you, so no promises.

Wonder how the heck you managed to do all this without ZModeler... Anyways, if you want working emergency lights upon your car you will have to add Dummies in ZModeler, and name them correctly. The dummies take care of the default lights for you.

Not sure what you're trying. Did you use ZModeler, and import a 3DS Max object into ZModeler, and then export to GTA IV? Because only with ZModeler you can get your creations in GTA IV.
