No, unoptimized models with too high poly count or no LODs can cause issues too. whenever people I know had issues with map loading and such we were able to trace it back to this or 4k liveries in a lot of cases.

well, lspdfr also puts extra stress on the game, so those textures/hq models would hit the game harder with it loaded.

Do you use vehicle mods that have a very high polycount or have 4k liveries? if yes those are probably to blame for the map loading issues, GTA often can't handle those too well.

glad to hear that this issue is being worked on, for now I will stick to playing in the countryside at night time, that keeps my fps from completely dying it seems.

this all sounds freaking awesome! looking forward to using the handheld radio animation, would it be possible to make lspdfr automatically remove the radio from the belt while the animation is used? (if the ped supports toggleable radios, the peds from custos great total cop overhaul mod feature the radio as a individual component, which could technically be disabled by a script iirc) kinda like the cop holster plugin, which removes the pistol from the holster when the weapon is used by the player.

talking about 98' vics, this LAPD unit got stuck in mud earlier this year, and it's a 98', so they probably still had this 20 year old car in service until now, or at least until, well.. it got stuck there.
