It should work, I've seen it being done by a few people, the trick is probably to make the roto thing a rotator and attach the lights to it. -

Edits are not really based on the real 1992-1997 crown vic, just me experimenting. -

A simple edit of the vanilla LSPD livery with reworked door markings. Because Rockstar games version makes no sense, a police livery that doesn't even have "police" written on it anywhere? -
There isn't a model in the game files for this sadly, I need a custom 3d model for that. -
He is using RDE himself together with his mods so it should work fine -

Not a fan of the usage of real life equipment on a default vehicle, doesn't fit imo, but I'm appreciating the fact that you are using a lore friendly model! :D -

The Vista should be mounted a bit lower, it's almost directly on the roof irl.
