After a long break of uploading anything I have returned with this 1999 CVPI, with my first scratch modeled part: the Tomar Heliobe (A DEV version is coming soon). The included ELS VCF uses auto lighting activation, meaning with one press of (J) all lights are activated. To change this set "LstgActivationType" from auto to manual. The VCF wasn't set up to be used like this so there may be issues with the lighting patterns for stage 1 & 2. It's finally here another out there release by me, a meter-maid car...(trike?) for GTA V and not only that but it's unlocked, so you guys can put what ever lightbar you want on it.
 
-------------------Story time----------
I was a little hesitant about releasing this as a dev, as when I first got the model back for GTA IV I had to buy it, and it cost me around $120 AUD (so $100 USD) which is why it was never released unlock for GTA IV, that and the way people acted was a little shit at the time. But with GTA V the community is much better and I have released many unlocked and DEV files for people to use and I have yet to see people claim them as their own, so this has gained some trust with me for this release. And if people don't break that trust I might work on and release the newer model Go4 also as a DEV.
 
=======Terms of Use============

2. Do not convert to other games without checking with me first.
3. When releasing file must be in a locked state.
4. You MAY NOT sell or profit from any part/texuter of this model in any state, personal or public.
 
----Know issues----
There is a small issue with the rims disappearing then the tires break, I looked into this for a few days to no luck.
You can 'elbow out' the windows as they are technically passengers windows.
To allow access from both side, the model needs a front passengers dummy, so the game thinks it is a two seater but it is not.

Inspired by Hampton NH. I say inspired because I like having creative freedom and the ability to change some things to my liking and don't want to be knocked for "accuracy" to the exact design. I am very slow, but pay much attention to detail and refinement; I put about 10-12 hours into creating this pack from scratch.

Blaine County 2015 K9 Tahoe (Twiggs County GA)

This is designed as a k9 vehicle, therefore there is a cage in back for the k9. Dont put people back there as they wont sit right.
The k9 dog prop and seat organizer are both extras, respectively.
 
Since this is based off of a GA car, the lights are all blue. However there is a Red/Blue option available is thats what you want.
Template is included in the download.

Known bugs:
To make the takedowns work i had to move the dummy to the middle of the car, therefore when at a distance looking into the car you may see a white corona floating in middle of the car.
 
Installation instructions:
 
This model was designed for RDE, however if you dont use it, just rename the model to whatever slot you want to replace, ie: sheriff2, and drop it into the latest vehicles patchday.
 
If using RDE drop it here mods\update\update.rpf\x64\rde\rdevehicles.rpf\
move the xml files into Grand Theft Auto V\ELS\pack_default

I know a lot of you guys wanted this, here you go! I have been really busy lately..So, I do this when I can..It's basically an off brand of the  Whelen Justice...With just bigger heads..Big shoutout to GtaxBoss for making the Justice in the first place, so I could make it a Starhphazer.. Haha.
