I think it's because you use a car loader for taxi bug. Since the police3 & 4 aren't supposed to appear in traffic, this may load them anyway but they have no driver. Sometimes also happened to me that some cars won't spawn with drivers because the game is loading them & you have to wait a certain time.

Well, I think SpeedoIV is just a nice addon & I did notice too that it isn't really accurate. But since SNT gets the information right from the game I think that should be the most accurate.
