Ahh ok you could have said that before.... Then it's very strange but I think it's still related to video memory. Did you try if LCPDFR works right without ELS?

Because if you have car mods that are big the game will have difficulty to spawn them. I suggest you to upgrade your GPU & then it should work fine... :)

LOL in Tokyo they use risen Lightbars to get seen easier in traffic since there many many people o.o (At least I think).
