How Would You Explain the BSCO Not Being In GTA V
Just keep in mind what Sheriffs actually do in California near the LA area. They are there to police "unincorporated areas". As the world Rockstar Games was concerned with was the GTA V world, not the "LSPDFR" world that we live in, they weren't concerned about continuity issues with how many agencies were in the game. We were lucky to get different car liveries at all this time as opposed to what GTA IV had. All areas that Sheriffs cars patrol are unincorporated areas, so having one agency should be good enough unless you're a realism freak in which case, I wish you luck in trying to solve this issue. See 0:54. (Funny skit, by the way.)

GTX 960's don't have 6GB of VRAM, so I don't know where you're getting that figure from. Are you thinking of normal system RAM? Because that would be accurate. Standard GTX 960 cards have 2GB of VRAM, re-released versions like the 'FTW' come with 4GB. GTA V will use whatever you can give it, it scales depending on your video card and what resolution you run the game at. I think you're misinterpreting what I was saying. I'm not telling somebody (wasn't giving you in particular advice, anyway) to buy an older video card. I'm making a point that the 960 is as weak as a card from 2-3 generations ago, so it's a waste of money. Buy a GTX 970 or an AMD 390X if you're going to throw down any kind of serious money on a video card, or don't bother.

That's a tad unfair to say, as it depends on a case by case basis, but police in the US face unique challenges the rest of the world doesn't, so the way they operate and the rights they have while performing their duties fits with those challenges in mind.

What do you think of a P71 as a first car?
Re-reading this, you raised two points I totally forgot about. One of them was about idle time. During my first ride along in a small town, they had only a small fleet of cruisers, as only 2-3 officers were out on patrol at one time. The FTO for the department told me that as a result of that, the cruisers were literally almost NEVER turned off during their 80,000-90,000 mile run. Once a patrolman finishes his shift, he fills it with fuel, using what more or less amounts to being a "town credit card" to pay for it, drives it back to the station, climbs out and says hello to the other officer as he climbs in and takes over the car for his shift. The other was revving the car to hear the engine. Transmission wear mainly comes from changing gears, but engine wear comes from running the car at high RPM. You can drive a vehicle at 100mph without a problem if you're running at 3-4,000 RPM. The speed itself isn't stressful. But if you're literally topping you car out and you're at the red line, or you constantly drag race it or hard accelerate it, that produces a lot of stress on the vehicle.

When you work as a police officer in a dangerous area, it's within your best interest to find out quickly if the person you're talking to is armed or not. I live in a nice neighborhood, but I do travel to a couple of bad areas in my state frequently, and I wish I had the same privilege to ask or check people I interact with for weapons, because those areas are full of stabbings and shootings along with heroin trafficking and sales. Guns and drugs go hand in hand. This ^ is a knee jerk reaction so many people, of all colors, have with police stops now. When my friends complain about getting stopped for speeding, I find myself reminding them "the term is speed limit not suggested speed, so you earned it". In my view, any legal stop is a good stop. Obey the law and you generally won't get hassled. If you do, save all the bulls*** arguing with the cop, and file a formal complaint or a law suit later. It's a waste of everyone's time to argue or fight or whatever else.

Can we just agree and end this topic by concluding that while accidentally shooting and injuring an innocent bystander was not the desired outcome, that firing back at somebody unloading a weapon on the police was one of the viable responses at the time? In hindsight it may not have been the right choice, but you don't know when said person was going to stop firing their weapon or when they were going to fire again. I don't think he shouted "okay I'm done firing now", so we can't really sit here and armchair quarterback about something another officer did in the heat of the moment. As I said on the other page of this thread, it's probably not the decision I would have made, but I wasn't there. (Happy 3,500 posts to me!)

Pardon me for being skeptical, but at what resolution? Because I would find it hard to believe that this little thing: would outperform a card twice its size with twice as many CUDA cores, and twice the memory clock speed despite the small core clock push you gave it. I'd also suggest that you're going to be walking on egg shells overclocking something like that. It's going to be really hard to properly cool an over-volted GPU chip with a small aluminum heatsink and a tiny plastic fan. By upgrading your GPU, you'll also need to upgrade your power supply. Your CPU isn't the greatest in the world, but I'd hang onto it for now, as changing it would require you to also change the motherboard, basically requiring you to put together an entirely new computer. The AMD FX6300, as the spec sheet points out, is sort of a six core but sort of not. It has three physical cores, but six logical cores when you view it in a task manager. Essentially is has three Bulldozer cores which function as a 6 core CPU in some cases, and as a 3 core CPU in others, to sort of circumvent the inability to use HyperThreading, which is an Intel only technology.

If this is happening in GTA V only, start be removing all mods. All of them. Run the game, and see if it works. If it does, add LSPDFR only. Run it. If that works, start adding mods back one by one until you find what mod is causing the problem. If this is an issue that affects your whole OS or other games, it is likely an OS issue which means you'll need to backup your data and reformat your PC. That would fix any software irregularities. The only other advice I can give to you is to do a couple of malware/virus scans before taking drastic measures. Try whatever A/V you're running, plus Malwarebytes.

Sheriff Explorer, Could I do it?
It's always good to have a fallback plan. There are tons of people who are very well qualified for positions in a police department who will never get hired. Those who do are very lucky to get the job, so make sure you have another way to earn a living if this career path doesn't pan out. I highly advise you to start working out and getting in the proper shape while you're young. As you get older, it gets harder to lose excess fat and build up muscle mass. It's good for your overall health to stay fit anyway, and the most important ages on the grand scheme of things to be healthy are between years 30-50, as any major health problems that pop up or form during that time are going to shorten your elderly years, making your lifespan shorter. So get into shape while it's easy. Planet Fitness is running a program right now where you can go work out for $10 a month. Many of those gyms are 24/7 too, so you can keep up regular workouts without having to worry about school or work schedules. Start off on machines, then work your way towards free weights. For running, a treadmill is nice, but I prefer running or hiking in the real world in different weather conditions. If you want to simulate running with the weight of police gear on, fill up a backpack and run with that strapped onto you.

Is it 70 or did you leave out the '1' in 170? Your BMI is way out of line if you only weigh 70 pounds, even at that height. Your BMI (body mass index) is rated as a 14.1, classifying you as underweight. You should be at a BMI between 18.5 to 24.9. This is not to say you can't participate in the explorers program, but you being a police officer with your current weight simply is not feasible. You wouldn't be hired until you put on more weight and strengthen up. A kevlar vest weighs over 16 pounds (almost 1/4 of your weight), the belt you'd have to wear is an additional 20-25 pounds totaling at least half of your own body weight, if not more, making you essentially unable to move freely. How do you expect to run a 12 minute mile with all of that on you? You also need upper body strength in order to perform take-downs on people who don't want to cooperate with you, force people's arms behind their backs, perform headlocks, keep yourself from getting pinned by somebody trying to fight you, drag somebody to a patrol vehicle who doesn't want to take a ride to jail, etc. Every police academy has different requirements. Each website usually has a table of figures that tells you how many push ups & sit ups you need for your age group, gender and body type, how quickly you have to run a mile (usually between 11-13 minutes for a young adult), how much weight you need to be able to bench press (usually 96% of your body weight for a young adult male), etc. Like the rest of the people who commented, I encourage you to not give up on something you want. Achieve your goal. But I'm telling you the truth that apparently nobody has told you yet: You need to put on more weight, and increase your body strength or you won't get hired for anything except dispatch. Any male you encounter could toss you around like a rag doll if you only weigh 70 pounds. You'd find a loaded pistol to be heavy if you've never picked one up before, and a tactical rifle to be more than 1/4 of your body weight. I'm not here specifically to piss in your cereal, so to speak, but you need to be told the truth, because you can't fix something if you don't know that it's broken.

The only stuttering (not lag) I see plausible would result from script commands dealing with multiple AI cop cars and AI cop pedestrians when using up a lot of RAM. I've been running on 6GB and I can get a periodic stutter here and there if I have a giant fleet of patrol cars chasing somebody. I know it's the memory based on the active usage statistics from the task manager. One of the only mjaor problems I have with Windows as an OS is that the recent versions of it (Vista, 7, 8, 10) have used more RAM for itself depending on how much you have. If you have 6GB, it generally uses 2GB, even though it could actually get by on 1GB since the real hard working software elements needed to run a video game are Direct X and the game engine itself. If you have double that amount of memory, Windows could theoretically take up double for itself, etc. That's a dicey proposition if they continue to scale Windows 11, 12 or whatever other versions they have planned ahead in this manner. OS's should be running lean. If Google can do it, a newcomer to the OS game, Microsoft should be able to. I especially shudder to think of what lies ahead since Microsoft developers said to a reporter around the time when Windows 7 was released that they had already been working on a 128bit OS. That's going to be extremely bulky if they aren't careful. Anyway long story short, have a look at memory usage. Both RAM and VRAM, but system RAM would be my focus if you get stuttering (not consistently low FPS).

Two police cars definitely shouldn't overload the CPU, I'm on the testing team for this mod, so it's safe to say I've seen my fair share of police cars on the roads in San Andreas. Those two video cards should theoretically be able to max out GTA V at 4K resolution with a 3770K chip, not just 1080p resolution. I'm running very high settings with only a GTX 670, 6GB of RAM and a 3770K processor at stock clock speeds with TurboBoost enabled. You can't really draw a comparison based on three things: 1.) You're using two different CPUs (presumably with different motherboard and RAM setups). 2.) You're using two different graphics cards. 3.) One of you has no scripts or no mods at all (based on what you wrote). That's not a controlled test environment, so to speak.

Out of curiosity, may I ask why you think the CPU is bottle-necking you and why you think the other two models you suggested would be better? An i7 2600 runs off of an older architecture than the 3770 (Sandy Bridge vs. Ivy Bridge), and the 6700 has identical clock speed and number of cores unless you spring for the 500mhz increased clock speed model, just a couple of different software features and support for DDR4 memory, and perhaps more cache than some models (not the 3770, however) as far as I can tell. All Intel i7 processors have been more of the same for several generations in a row now, save for the occasional half a thousand dollar six core CPUs that don't yield any real performance difference to merit the extra money spent. The extra 500mhz is nice, but nothing an overclock of a 3770 wouldn't fix, if you consider it a problem with today's game demands at all, especially considering TurboBoost brings the 3770 up to 3.9GHZ anyway in certain scenarios. http://cpuboss.com/cpus/Intel-Core-i7-6700K-vs-Intel-Core-i7-3770K

Editing a screen shot of a frame at a close distance to your camera is your best chance, but you can't really improve the resolution of a camera. Digital zoom multiplies the number of pixels in a photo to scale it to be larger, but it distorts details in doing so, and modern digital cameras are notorious for being pretty terrible in low light conditions, made especially worse when there's a bright light source pointing directly at it, further confusing the camera's decision as to whether it should adjust itself for low light or high light conditions which in itself takes several precious seconds in which a car could pass you and be on its way. You might be SOL on this, sorry.

Just wanted to respond to this part: Bullets can go through stuff. I believe I would have retreated and called for SWAT or at least additional officers with better fire arms, but it's hard to second guess someone who has to make a decision in a fraction of a second while under gunfire. That's not true at all. The media is on a witch hunt for police officers who use any kind of force. They have been for years now, and it gets fueled by anybody with a cell phone that has a camera on it nearby who take footage in the middle of an altercation with no context to go with it. Unless body cam footage of something like this was released, the general US population would likely assume they are guilty of brutality or excessive force until proven innocent, and even then, the D.A. clearing them of wrongdoing doesn't really make everyone happy. They just continue to hold a grudge and move onto the next police "slaying". I'll also mention that in the U.S., officers would be put on "administrative leave", which is usually two weeks with pay, while the D.A. investigates the shooting to determine if lethal force was justified or not.

An easier method is to just open the case and look at the sticker on the side of the power supply. That being said, a 300W power supply doesn't consistently put out 300W of power, that's just the maximum it can produce. That's one of the key reasons you get a higher wattage than the minimum. I'd also argue the GTX 750 is a pretty terrible card, but it will work if you don't care about detail level.
