Thats completely normal because of IV's crapness. 10-15 minutes is a good run for most people.

Even a core 2 quad doesn't compare to even a haswell i3. This is my build: http://uk.pcpartpicker.com/p/DywNf7 Runs like a dream, you could probably lower the budget on motherboard and CPU to a i3 and take the RAM down to 8GB.
