That's strange, I've installed the files and ELS from the installation folder on a vanilla game and that's how it looked in-game for me.

Well, which version? CryENB v1 and v3 are good with ELS, but CryENB v2 not at all. Also, did you install the ENB on a vanilla GTA, with no other files installed? And did you use the ELS preset that was given with the whole CryENB v3 installation files?

Are you sure you've the right settings? That's how it should look:

VisionENB is all but a low/mid-end ENB, and it's made with the 0.082 version which is a GPU burner.

CryENB v3 has low and mid-end presets, and it looks great.

I'm surprised no one mentioned it earlier, but what in the case it's an allied country that gets invaded or attacked? For example, according to NATO treaties, if a country member gets attacked or invaded, other nations are -forced- to help them. So, if the US were attacked, would a european citizen help? And in the opposite way, if a EU country was attacked, would a US citizen help? I doubt a whole country would declare a state of emergency for two crimes that are seemingly unrelated, even though they are both harsh. It'd be a bit extreme. On the topic, if it is indeed domestic violence, it looks like the social services and child protection agencies didn't do their job properly. And it uses the ELS V8 drot feature. Is there written in the Quran "Go bomb people until the world kneels before you"? No, it isn't.
