NOTES
− ELS is a ".ASI" script mod.
− ELS will only work correctly when used with ELS-enabled vehicles.
− ELS V8 uses new powerful features made possible by the AdvancedHook Library System, created by LMS--read his blog article about it here.
IMPORTANT
− Please consult the ELS User Guide and other documentation provided prior to use.
− ELS V8.5 VCFs and configuration files are compatible with ELS V8.51, and no adjustments are required.
− ELS V8.0 VCFs are compatible with ELS V8.5, however, in order to take advantage of some new features, slight adjustments are required.
− ELS V7.0 vehicle configuration files (VCFs) are not completely compatible with ELS V8.5. Aconversion guide is provided in the documentation.
− Always keep your AdvancedHook.dll up to date. If you already have a more recent version of the file installed, do not replace it with the one contained in the ELS download.
− You may need to download and install the Microsoft Visual C++ 2010 Redist. Package (found here).

KNOWN ISSUES
− (The following issues have been cataloged during testing and are under watch. Updates will be made once permanent solutions are discovered.)
− The ELS lights on AI vehicles may sometimes be slow to turn off; increasing the values of the ClearRandAiExtrasXX options may help mitigate this issue.
− In multiplayer, the session host may be unable to see the ELS lights of other players' vehicles past a certain distance.
− In multiplayer, there is an issue where the user will hear a random ELS "beep" sound and this will be followed by a crash.
− In multipalyer, repairing the vehicle may cause the user's ELS lights to de-synchronize; setting the system to LSTG3 and back to 0 once or twice should correct this issue.

I am proud to finally present my LSSD Pack featuring a 2011 Crown Victoria, 2013 Tahoe (Marked and Unmarked), and 2013 Charger (Marked and Unmarked)! All vehicles feature ELS-inspired lighting setups (complete with environmental lighting) all accomplished without the use of any scripts or plugins. The lighting setup features all Federal Signal equipment and is complimentary to the other vehicles. The vehicles also feature the following extras:
Extra 1: Spotlight up (Sheriff Units) Extra 2: Spotlight down (Sheriff Units) Extra 7: Setina Rambar Extra 10: Panasonic Arbitrator Dashcam Extra 12: Stalker Radar Unit Thanks to @FirstThirtyMinutes for featuring one of the vehicles and including an installation guide!
Installation uses OIV packages and is as simple as can be. To install the vehicle, just follow the directions in the readme or watch FirstThirtyMinutes's video above.

The Charger/Tahoe in the FIB/FIB2 slots currently don't support multiple liveries (just one) and I'm not quite sure why. I have the vehicles.meta set up properly. They do accept a single livery however, and their marked counterparts accept multiple liveries.
One last note: the included textures were quickly tossed together by me and are vanilla style. They aren't the best, so I apologize for that. If you would like to change them, templates are included. If you make a good quality black/white sheriff skin and would like me to use it as the default for my pack please message me!

These vehicles have been under development for several months and are fine-tuned and should be relatively bug-free (knock on wood). The installation package will modify your vehicles.meta to allow multiple liveries for all vehicles as well as changing the handling line for the police and police3 slots. This can be easily undone using the Uninstaller package included in the download. All vehicles feature HD 4k skins made by @TrentMU and possess a variety of extras, including:

Installation Instructions
Launch OpenIV and select Grand Theft Auto V. Click Tools -> Package Installer. Select "LSPD Pack Installer 1.0.0.oiv." Click install and choose whether to install to your mods folder (highly recommended) or directly into your game (not advised). Launch GTA V and enjoy!
Frequently Asked Questions
Q: The package installer fails partway through. How can I fix this?
A: The package installer modifies your vehicles.meta to change just a few lines so that the vehicles will be multi-livery enabled and handle correctly. If you are having problems installing the package, please install a clean vehicles.meta into mods/update/update.rpf/common/data/ and then try again. A clean vehicles.meta can be found HERE. Alternatively, you can run the uninstaller package included in the download prior to reinstalling the package.
Q: My package installed successfully but my game is crashing while loading. How can I fix this?
A: If you experience crashing while loading, you probably don't have a gameconfig.xml configured to allow add-on cars. There are a few different gameconfigs which different people are reporting as working. You can find a gameconfig.xml to fix your crashing problem HERE, or if that doesn't work, HERE.
Q: I've installed the package but my lights do not seem to be working. They are showing up in the wrong places or not flashing correctly, why?
A: This mod uses a custom carvariations.meta to assign custom sirensettings to each vehicle included. If the lights are not working correctly, another mod you have installed is causing a conflict with this carvariations.meta. Please check all installed mods for a carvariations.meta file (it will be located in common/data/ within a DLC folder). If you have another carvariations which assigns a sirensetting to police, police2, police3, police4, police5, or police6, delete those vehicle entries from it and see if the issue is resolved.
Q: I've installed the package and my vehicles are working in game, but the lights are not bright like they are in the screenshots. How can I fix this?
A: You will need to install a light-enhancing graphics mod as well as set your Post FX and Shader settings to High. I would recommend installing Radiance V.

V E K T R 0 . reacted to PieRGud for a file, Callout ManagerCallout Manager gives you the ability to select LSPDFR-compatible callouts individually.
Please note that this plugin scans through each callout plugin installed and finds any and all callouts in that plugin. Some callout authors may have left callouts that aren't intended to be triggered in their code. Thus, you may encounter some weird callout names or callouts that don't trigger at all.
Also note that this mod uses a part of LSPDFR that isn't intended to be used. The LSPDFR developers can update their modification at any time and effectively patch the method used, rendering this plugin obsolete.
Installation
Place CalloutManager.dll and CalloutManager.ini in /Plugins/LSPDFR/.
Then while on duty, press F12 on your keyboard or RB and the Left DPad button on your controller.
These toggles can be changed in the CalloutManager.ini.
FAQ
Q: There is only one default LSPDFR callout. What's up with that?
A: LSPDFR defines every callout as a "Robbery" which is the only thing that will show up in the Callout Manager. When this callout is triggered in Callout Manager, it will randomly trigger one of the three default callouts LSPDFR has to offer.
Q: Does this work for ____ callout plugin?
A: Yes. This plugin will fetch the callouts from every callout plugin installed.

Inspired by Berrien County Sheriff's Department. Each LSSD skins comes with 3 regular patrol variations and 1 K9 variation. For now Blaine County versions come with 1 patrol and 1 k9 variant.

V E K T R 0 . reacted to PNWParksFan for a file, Custom BackupNOTICE: Custom Backup will not be updated for LSPDFR 0.4. The main features, including region customization and weapon selection, have been added to the built-in LSPDFR backup customization files.
Custom backup gives you a new level of control in LSPDFR. The key feature of this mod is regionally customized backup, allowing you to set a different response for any area on the map. For any named area of the game (like "Rockford Hills", "Los Santos International Airport", "Sandy Shores", etc.) you can completely customize every level of response just like the built-in backup.xml. The syntax of the CustomBackup.xml file is very similar to the built-in backup.xml, but has numerous additions to increase your control over the game:
Set a chance for anything! Peds, vehicles, and vehiclesets now all take a chance attribute which controls how likely they are to be chosen. (The built-in backup.xml only lets you set a chance on peds.) Configure vehicle extras, liveries, and colors! You can now set any color you want for any response vehicle, opening up a whole new level of customization for unmarked units. Vehicle extra configuration also works reliably, whereas it seems to have some issues in the built-in backup.xml. Cop weapon selection! Set a list of weapons to give your backup units, set the probability for each weapon, and decide whether you want them to pick one at random or always get the most powerful one. Set spawn distance range for each vehicle entry! Every vehicle entry can have a minimum and maximum spawn distance set. This allows for additional realism by making certain units spawn closer or further away. NOOSE SWAT probably isn't just hanging out around the corner, so make them drive in from a mile away. On top of Mt. Chiliad your backup will probably be coming from a long distance, but in Downtown there's probably local patrol units very near by. Your imagination is the limit for leveraging these settings. Code 2 response with lights! Let's be honest, how often do cops really respond "code 2" with no lights? You can now configure your Code 2 units to respond with lights (but no siren), or to respond with their lights off but turn them on once they arrive and park on scene. YouTube video demo. Integration with Better EMS: Download and install Better EMS, and you can call for an advanced EMS response through the Custom Backup menu. Integration with Police Smart Radio: Call for backup from your radio! Call Code 2 or Code 3 local backup, or Pursuit and Air Support units.
Installation instructions are included in the download. Basic installation is pretty easy; just make sure to choose a CustomBackup.xml file to use and put it in place. Advanced usage of the CustomBackup.xml file is explained in great detail in the documentation PDF.
INSTRUCTIONS TO OVERRIDE DEFAULT LSPDFR BACKUP MENU:
To completely disable the built-in LSPDFR backup menu and use the custom menu instead, follow these instructions.
Edit CustomBackupLocations.ini. Set these settings: CustomBackupMenuKey=B CustomBackupModifier=None OverrideLSPDFRBackup=false Go to the GTA V settings menu Under Keybindings, go to GTA Online section Change "Look At" from B to something you don't use, like the numpad period Thank you to @vladimir850 for figuring this out!

This modification may be incompatible with other modifications that use controller bindings. (ELS being one of them)
Unfortunately, some (if not all) sets may remove the ability to scroll up in a menu using DpadUp.
Changing weapons in your vehicle using TAB or the scroll wheel will crash your game if you're using a set that removes weapon select.
This can be fixed by removing or changing the key bindings in the game settings
I recommend using Xpadder or Controller Companion to fix any issues regarding controller bindings

EUP Menu allows you to easily apply EUP clothing to your MP peds. It also includes a character creator exactly like GTA Online's character creation system. You can edit, save and even share your favourite characters. Making your own awesome police officer has never been easier.
Don't like the predefined clothing options? The wardrobe feature has got your back. You can create and save your own outfits with ease.
Sunny day? Why not put on some shades.
Hate your face? A mask solves everything.
Sarge not giving you that promotion? Screw the system. Stick that patch on and promote yourself.
Want to relive Die Hard? Throw on a vest and a helmet. It's time to kill some terrorists.
What happened to the Accessories menu?:
As EUP grew, the Accessories menu became more and more outdated, and wasn't able to fully encapsulate all EUP has to offer. It will be completely revamped and brought back in a future menu update.
Requirements:
1) RAGE Plugin Hook 0.37+
2) RAGENativeUI 1.8.1+
3) EUP Law & Order 8.3
4) (Optional but highly recommended) EUP Serve & Rescue 1.5
Installation:
1) Place RAGENativeUI.dll into your root GTAV folder (if you don't already have it).
2) Extract the contents of Plugins in the archive into your GTAV Plugins folder.
3) Open the RPH console in-game (default F4) and type "LoadPlugin EUPMenu.dll" (without quotations).
Note: If you are upgrading from a previous version of EUP, please make sure to delete presetoutfits.ini in the Plugins/EUP folder before running the menu. This will allow it to generate the latest presetoutfits.ini file. Your custom outfits may need some adjusting for EUP 8.3, but your saved characters will work fine.

this car only has 2 blue lights in the grill and the fog lights. it is accurate to the car used in the show Hawaii Five-0.
I have a few more cars coming within the week, (hopefully)
@ErikB26 replace tir3 texture with this, and see if the foglights are any better(you'll have to rename it to tir3
for those complaining about the sunroof, its an extra so sometimes itl be there and sometimes it won't, if you want to change it, you can via the components menu in you trainer.
