    I'm having the same issue, too @RukiRG I think it has to do with the new update that GTA IV just got on June 3rd, 2020.

    You have to open the "+hi" or "_hi" file in order to see the lighting. The difference between regular files and hi files is determined by quality. Always open hi files to see em'.
