This means that you need to turn on "PreloadAllModels" in the LCPDFR.ini.

Just wondering, when configuring LCPDFR with diagnostics tool it says to open the console and type "Reloadsettings", do you do this after you start the mod or after the game loads?

I just avoid this entirely by not playing the game.

Are you using a legal copy of the game and also can you post a screenshot of your main GTA directory?

I think I found the problem. After I removed Wouters callouts it seemed to work.

It's still not working

You have to add it to the Additional Police Vehicles line in the lcpdfr.ini

That means there's no file available it shouldn't cause any problems
