@IAMISOBE Honestly, I've never heard of that. The first thing I could try suggesting is if you right click the speaker icon on the taskbar, click "Recording Devices", then select your microphone, click "Properties", click "Advanced", and uncheck "Allow applications to take exclusive control of this device". It may be a third party tool interfering (Skype can auto control mics, for example), or an onboard audio manager like RealTek software, etc.
