Okay, let's explain basic things; for making a car model or adding thngs such as lightbars, etc. you need 3d modeling knowledge. For that there are programs such as zmodeler or 3ds Max. When you make a car model you have to make both .wft and .wtd archives. By other hand there's texturing. You don't need any modeling knowledge. That's pretty easy, you just need a digital editing program such as gimp or photoshop. For both things, modeling and skinning there are tutorials in the tutorial section: http://www.lcpdfr.com/page/tutorials/index.action

I think the real unit used a FS Vision lightbar - I can't confirme it now since policecarwebsite is down - so if it's so I'll be using the NYPD Caprice model. The only problem is the texture glitch of the rear, that doesn't allow me to make it 100% accurate (I have to place the "Sheriff" written in the rear below its real possition; it's not a big deal but...). -

The car looks badass, it was weird at the beginning seeing the Ford logo and a Charger :P but focusing more on the things of the video, more technology means more maintenance costes, and even lost of eficacy on some conditions (weather, terrain...), though I like the solar lightbar idea, that would save a lot of energy and money.
