It's pretty much impossible without specs. He/She could be running a £2000 gaming laptop or some £150 refurbished laptop from when ATI was around.

Who cares if they are pro-modding or anti-modding? They already have your money if you bought the game, their position on modding changes nothing.

Right, because only GTA5.exe was patched, not the launcher.

Select your window cols and go to properties. Double click on User-Defined Options and in the box type Crash. Make sure you click apply or it won't work. Next open up your Material Browser and locate the glass materials, select the regular vehicle_vehglass not vehicle_vehglass_inner and click on User-Defined Options and in the box type in Crash. now try ingame and windows should break.

I have just found out what my problem was, FOR me and this may be the problem for AMD GPU users, on the support site for GTA it says AMD's beta patch for the GPU can effect the game and i went back down to the patch before the beta an now all plugins and mods now work aswell as i dont get any crashes
also i think the -verify that joe75 posted helped

Its about time I break my silence on this mod. If you enjoyed the vdH Bait Car mod, you'll enjoy this too. Development of this has been ongoing for about a week now, and some versions have been sent out for testing. Select a bait car from a list of models(changeable), wait for it to be driven to you, park it where you like, then sit back and wait.

    Current Features
Fully editable list of vehicle models Neat, clean interface for selecting the vehicle Simple to use, only one keybind(open the selection menu) Fleeing suspects are recognized by LSPDFR, so backup will assist you. Kill switch to toggle the bait car's engine. Planned Features
    None Issues to overcome
A few minor conflicts with MoreControlV Video Preview: https://youtu.be/1pbZU-p3Kdc
I will post more updates in this thread when the time comes. I'm currently having a few people play with the mod to ensure that there are as few bugs as possible in the initial public release.

Also included are a couple of new LSPDFR API functions for developers, including the ability to play audio over the new police radio that we introduced in 0.2, and better access to pedestrian persona data.
@FinKone I hope this helps you Sir  So excited.

First up, we're all sorry for the problems we encountered with the release last night.  Unfortunately, there was a game breaking performance issue which was found only a few hours before we intended to release and this has required some time to investigate.
The good news is that we've done our best to mitigate this problem, related to the way in which Rockstar has started to introduce anti-modding protections.  For those of you interested in the technical detail, here's a snippet of a performance test ran by Alexander Blade and LMS:
Performance difference between GTA V version 372 and 393 Calling SET_CURRENT_PED_WEAPON 1000 times via ScriptHookV and RAGEPluginHook: 372: ~582ms (RPH: ~585ms) 393: ~2480ms (RPH: ~2490ms) Performance on version 323/350 is most likely even better due to even less/no obfuscation than 372.In short, on the previous patch (372), it took 585 milliseconds for the function to be executed 1000 times.  On the newest patch (393), it took 2490 milliseconds, which is roughly 2.5 seconds, to be executed 1000 times.  This means that this particular function takes five times longer to execute on the latest patch than it did previously.  LSPDFR 0.2 and 0.1 call this function a lot, mainly to stop other police officers from killing suspects, as we force them to be unarmed when appropriate by using it.  As such, during a pursuit with even a couple of units, performance takes a hit.
With the problem identified, we've managed to come up with an alternative way of doing things that doesn't have such a dreadful impact on performance.  This version is currently undergoing testing, and we hope to be in a position to release 0.2 as soon as possible.  Note that I won't commit to a date, as it is possible we run into further issues, and we'd like to avoid a situation similar to last night's, but there is still the possibility that we can release today, and we'll keep you updated as to our progress.
    Sam.

You can't modify it at all, according to the EULA.
So basically R* tolerates our modding. Thanks for that, at least.

When you speak about "rights" you move on the legal field, and as far as the law is concerned you have no right to modify the game in the first place. While I agree with you (I got only one spare week before I back on duty and have no time, and now I can't play), we really should wait for the mods to be available again.

While I do agree with you about the free content part, people do create mods and want to test them and play them, but when they have that ability taken away, that gives them all the right to "complain and nag" as you call it, especially when they didn't get the option to update. Yeah, I'm sure they will be back on track in the next few days, but it is an inconvenience, especially being a Steam user.
