So I found a way to avoid and get rid of texture pop-ups (when you look around too fast and things can't load in time with your camera movement, the map disappears, for example). I admit when I first saw it I thought it would be one of those "solutions" that aren't really a solution since they offer a big expense of quality but by downscaling these huge and unnecessary textures, the only difference I noticed was no more texture pop ups and stable gameplay.
yeah it would be troublesome doing one by one so I researched and found this great tool. helps a lot

So I found a way to avoid and get rid of texture pop-ups (when you look around too fast and things can't load in time with your camera movement, the map disappears, for example). I realized this had to do with my modded vehicles but didn't want to restrict myself to only download cars that COULD MAYBE NOT bug out my whole game. This can also solve EUP's issue of not being able to load the outfits or loading very slowly. This has to do with the same issue, Memory Overload.
The video guide I created was a result of what @bikinichampagne suggested (link in the description). All I did was create a system that would allow people who frequently update their police fleet for LSPDFR (as it's my case) to downscale unnecessary vehicle textures in a repetitive and quick way. I mean, who needs a 4K game-stock carbine or a 4K dirt skin? To me doesn't make sense, even in FPS patrols. With this form of downscaling, I couldn't even notice differences. Little letters were still readable and HD as seen in video.

I assume it has to do with some cache clutter files. But that's on R* end. Sadly the only thing I see working is using the heap adjuster and adjust the packfile limiter in windows settings in case you have a lot of RAM.

@D4RKN06 You will definitely feel an improvement. But again, I have this issue and I have 32GB of RAM so... at some point, surplus wont do too much improvement.

interesting but ic well ill have to start doing that cause with the newst gta5 update and lspdfr's update... shit went way southhh and I have been using the same models and never have seen it this bad 😛 I also notice that when spawning cops cars and then walkingg anyway and letting them disappear... for some reason I feel its still in the game somehow and causing textures to disperse... now for example using map editor to spawn those cars ill make a scene lets say about 10 cops cars spawned, few dead bodies, some cops and what not..... after im done roleplaying ill hit "new maps "to clear all of what ever I spawned ..... ill make a new scene and I would only be able to spawn 6-7 cops carsthis time then I start losing textures all of a sudden even tho I just spawned 10 cops cars a second ago made a scene with no issue att all but the next scene I made the game handles less........
