that's odd....really odd...you have no other mods...no cars.....

the only other option....is talk to lt.caine...but from what i have heard...he has been MIA

then you have a messed up save game judging by your story here...you can try moving the save game from it's location c:/users/(your user account)/appdata/local/rockstar games/GTA iv/savegames and moving the games out and testing it

and with out FR it loads fine?

then you have a bad mod or the game just doesn't like you at the ending with mods. Install mods one at a time, and see what kills the game

As the mods would say, please don't double post, use the multi-quote Have you modded anything recently?

It could be a problem with the save game, do you know where they are located?

is there an error code for that? like SMPA60? It might be a corrupted car file or a corrupted game file

there should be options in the ELS.ini to turn those on, I think, you might have to add them to your ELS.ini

what windows error? stopped working?, and can you post the diagnostic log please

Let me ask this, Is your EFLC in C:/ Program files/Rockstar games? or the same folder as your IV?

are you running EFLC as administrator?

Hopefully XP won't eff up like vista and 7 with that property

perhaps you have a corrupted GTA IV
