I want to addon custom police vehicles like before making their own slots instead of replacing the vanilla police vehicles... Is it like before to where I need a game config to make it unlimited or is there another way of doing it? Also how do I edit the vehicles to where the police AIs are driving my custom addon police cars and not the vanilla ones? 

Use Albo's MODDING DLC. 
Install a costum gameconfig, heap and limit adjuster after. (You need SHV for the last two, so make sure you have it installed!)
 

Okay I got everything suggested but now it is constantly crashing... I don't know what I did incorrectly though...

Rename your mods folder to _mods. It's crashing your game.

Won't that mess up my game? I thought that was needed...

It just disables it. Whatever you installed broke it.

what am i doing wrong, no way to load a new vehicle in gta5 lspdfr follow the instructions to insert the installation files in modes but when i start the game before it starts instead of loading gta5 first do some download then start gta5 and undo everything i have done and insert

LSPDFR and vehicles don't have much to do with each other.

1. Make sure you have a Mods folder setup.

2. Copy the "update" folder into it. That takes up quite some space, just fyi.
3. Install OpenIV -> Tools -> Asi Manager and install the first and second .asi.
4. Locate Patchday22ng in your Mods folder: 
mods\update\x64\dlcpacks\patchday22ng\dlc.rpf\x64\levels\gta5\vehicles.rpf\
5. make sure you are in "Edit mode". Enable it, top right corner.
5. Drag & drop the vehicles into the vehicles.rpf and you're done.

(This only works for replace.)

Do addon vehicles still work? My NefrariousBonne's vanilla pack doesn't work with the latest GTA update (or lspdfr? one of the 2)
