when I load LSPDFR, I find that all police characters have black lines on them. This is not the case for passers-by in the game.

I would suggest a re-install in this order: LSPDFR and then RPH.

It also seems to be on the pants. 

From what I can tell you are playing on low graphics. If what @UnknownBastion said doesn't work; do you have a mods folder by any chance?
