The goal:

 

I want to be able to take apart the Dilletante audio pack and attach POLICE's sirens to it so it becomes a fully compatible police vehicle. Preferably, as an Add-on referenced by a new name in the game engine. (Let's call it "polHybrid" audioNameHash)

 

If this can be done, it'd go a long way to not relying on the game's vanilla audio for more different vehicles.

To the best of my knowledge, it is not possible to add in new namehashes to GTA, only modify/change them.
