The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

That's pretty cool. I've never seen that, either. Being able to quickly identify your backup or other LEOs in the field would be very handy and make things more immersive.

 

They need to stop coming back as WANTED, first, though. XD

    Nope,  it's actually a little easter egg in LSPDFR.  Has been in since 0.3.

    To answer your question, this was something we had thought about doing with the 0.4 character system but didn't quite have the time to do.
