I apologise if this is not the correct section to ask in but I have just installed EUP but when I select a some different uniforms they turn out like this https://prnt.sc/n4m1i2 at the same time most of these work other than the basic uniforms show in the picture above!

If you have Eup 8.0 and Eup menu all you need now is this config 

Download and replace them in your data folder in lspdfr and the new uniforms should come in correctly.

WITH THE 8.1 UPDATE can I update it or do I have to uninstall 8.0 and install 8.1?

The 8.1 .oiv file should automatically uninstall then reinstall 8.1 just fine. I just updated from 8 to 8.1 a 1/2 hour ago.

my turtle neck class b uniforms are now all jacked up

I had this issue but resolved it by installing jurisdictions+ Read the installation file carefully as there are some files from EUP that they require you to leave out!
