I realize that every time I pull people over they either comply or run. Is there any situation in which they get aggressive towards you? AKA shoot at you.

Not in vanilla LSPDFR.  There is one or two callouts out there where they might start shooting you when you approach, but other than that, there is not to my knowledge.

I hope in 0.4 they make that a possibility. What are the two callouts?

It was actually specifically mentioned this will be a thing in 0.4 and that developers will be able to make custom scenarios surrounding that as well
