I spent somewhere between 20 and 30 dollars on this game and I have a company controlling when I can play said game.
I understand things need to be updated and changed. But, we should be able to play the game offline while it's being updated. 
Yes, I'm aware of update blockers but they don't always work as intended. Either my blocker has been blocked by R* or their services are down and I'm starting to believe their services are down. 
Either way, not cool. I should be able to play my game when I want, wherever I want, how I want.

This isn't really a Rockstar thing.  Most games on Steam will not let you play it while it's being updated, and it makes sense.

 

There are some games on different launchers that have a certain download point, where it's not done downloading, but it's playable and the download can continue later if you wish to lay right away.

Just to add onto what has already been said here, the update shouldn't take too long, unless you have a slow computer. I usually just go and play a different game or browse Netflix while I am waiting for the update to finish on a Steam game.

In one of Albo's videos, I'll try to find it on youtube later, but he has a way that I use to setup an outbound rule in your firewall that you can enable or disable.  I currently have not downloaded the latest update and I can still play.  You get prompt and one of the options is to play offline.  You may have to disable the rule and start the game but when it starts to DL just cancel and close it.  Go back and enable the outbound rule and start up the game again, go offline and you can play it.  I just have to remember to DL the update eventually and make sure I'm doing something else.  I have a pretty decent computer but it says it will take 55mins for the 3 GB DL.  Even so once I DL the update I'll still revert and play the old version until Rage, scripthook and any mods get updated.   Good tip by Jeff F who has a bunch of vids playing this.

I don't have GTA V in my outbound though. I checked. 
My point was just to vent. I feel like I've tried every trick in the book. I just gave up.

I did the same thing and disabled the outbound rule in Windows firewall. Make sure you disable the Social Club rule too.

Gonna try disabling the inbound rule.

I would just let it update. Go find another game to play and enjoy while you wait. A Will said, they do still own the game even though you bought it. But yeah, I get your frustrations. I hate getting all hyped to play a game only to find that it has to update.
