The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Not 100% sure where that exact location would be. But, many of the skins related to characters like that are in mods/x64e/models/cdimages/componentpeds_s_m_y. If it is not in there, just go through cdimages. Hope this helps

    It was added as a 'mask' for multiplayer characters in the Doomsday Heist, the files for which are in update/x64/dlcpacks/mpchristmas2017
