I'd just like to point out that people do have the option of logging in as invisible, meaning we do not see the last time they were online.  My guess is that his personal life is busy.

Well, I don't know about other people for me, I have this issue where only ELS sirens go mute after about 8-10 minutes in a police chase, non els sirens work just fine though. Only way to fix this is by loading up the game again, it's strange.
