I recently got a texture of a police car from a buddy of mine but don't know how to apply it to the car itself. The file has 3 .png files and the polpatriot.wft and polpatriot.wtd. HELP!!

The polpatriot files are the model files, install them with Spark IV and then open the polpatriot.wtd, look for some file called like police_sign, paintjob, or something so (there should be 4), and import to it the png file. Do the same with the other png files you've got with the respective police_sign files there are. When you finish click on Save and Close, then again on save.

Finally you have to go to your GTA IV directory and go to Common > Data, and look for a file called vehicles.ide. Open it with the notepad, and in the end of the line of the vehicle you are installing the textures add +livery. That will allow multiple liveries (textures) appear ingame;)

Sweet man. Thanks!! I'll have to do that tomorrow on my desktop. I tried looking on YouTube for help but it's all on how to put the cars into the game which I aready know how to do. BUt all this s.png shit, I have no fucken idea!! Like I said, thanks a whole lot. Gonna try this tomorrow, well in about 8 hrs. XD

Open Spark IV (click Browse), go to models>cdimages, open (edit) vehicles, select the car files (wtd,wtf) you want to install, click on import, search the files of the car you're installing, and click open. Then click on save, and close SparkIV.

Then go to your GTA IV directory > Common > Data and open with notepad these files: vehicles, carcols and handling. Replace these files with the respective that comes in the car mod's rar file.

And you are done!

For a quick little tutorial on how to use sparkIV look me up on YouTube, I just posted a tutorial on how to install cars using sparkIV, I'll be doing one on importing weapons then eventually weaapon sounds. If you see the video I hope it helps!!

Ok so I have sparkIV open and I'm getting ready to edit them but it won' me import the .png files to the .wtd file in sparkIV. Help??

Also, since I can't really thread jack myself, my GTA IV won't even load. I click the launcher and then click Play and when I look in the task manager, it says it starts but then it closes almost immedeatly. I've tried running it as an admin but it doesn't work.

Open ( click on edit) the wtd file, select the file of the texture, usually called as police_sign, livery, paintjob, or something so, and import the texture you want, it hasn't got more.

About the other, I'm sorry but I can't help you.

O wow. I just double clicked it instead of clicking edit. Now I only have 3 files livery , livery 3 and livery 4. Is there anyway i can switch livery 1, which I think is the left side of the car, to livery 2, which I think is the right side of the car? Like mirror it or something?

Each livery has its sides, the roof, and trunk all in one. Mirrors are part of the model which the maker presets

No, haha, each livery is the equivalent of whole car texture, as you can see in Asuna's texture, so these multiple liveries allow you to install multiple different textures (with multiple I mean just 4 different haha), but for making them all appear ingame you have to do what I told you in another post:

After closer examination and extreme brain rattling and many many many many comparisons between the textures I have and yours Asuna, I do realize that all of the part are there and everything is where it should be and how it should be. Thank you guys for your help!

Ok so I decided that I was going to try to make myself a skin of my hometown police department but I have no idea how to do this. Does anybody have any tutorials or files that they don"t ever use or need that I could edit. All credit would be given to those who help and whatnot.
