Is there a mod, or can someone build a mod to touch the back of the car when doing a traffic stop? Officers do this to every car during a stop and I would like to be able to do the same. Seems like it would be pretty easy to program.

I've moved this to the correct place for you. :) I second this request, although I don't think it'll be possible in the exact way you're wanting.  If a mod like this does come out, I imagine you'll have to press a button when you're behind the car to do it.

Actually, I believe it's to check if the trunk is properly closed and locked, after some attacks on officers occurred by people hiding in there and suddenly jumping out. Can't remember where I heard that though. Could be one of the Miami police vlogs, but not sure.

I believe it depends on the area, but both can be correct.  There used to be a pretty famous police live streamer who said he did it because his department can scan to see if the vehicle had previously been stopped in the event of a dangerous situation in which the officer didn't get to radio in the vehicle tags/make/model.

It was also a tactic (discouraged nowadays) to distract a person in the car if they are in the middle of hiding any illegal drugs or weapons. They would knock or tap on the trunk to give them that extra split second. It's discouraged now because it can give a suspect the officer's position and thus a better chance to harm him in any way.

Most of the answers here are correct. Not only did it leave evidence that yes the officer interacted with your car incase you ran it also helped to ensure the trunk was closed. You will still see officers touch somewhere on the vehicle now. Most of the time though its closer to whatever door/window they are going to interact through. 

Prime example if you killed the cop and got away and 2 days later you get pulled over again and they arrest you as a suspect. When they test your car for evidence and find said deceased officers fingerprints on your car your going to jail for a long time.
