I've seen few pictures of these online but I'm baffled as to why they exist and what they're used for.

I know that its the pre-1970s NYPD livery, but why is it on a Taurus and what is it used for?

FSD is a Fleet Services Division (who handle maintenance) so it's most likely just a promotional vehicle that they've created for fun. It's not being used for patrol (and NYPD isn't changing back to that colour scheme).

 

Tbh i like Promotional/Concept cars.. they're always unique and cool looking.

I do like the look, but green wheels?  Egad!

The NYPD used that green/black/white color scheme on its vehicles from the 1930s up until 1972.  That car is a one-off as far as I know; I believe former Commissioner Bratton was a fan of the older livery.  That Taurus usually makes it out to recruiting events, the NY Auto Show, and other smaller shows from what I've seen.

 

It appears at 0:09 in this video as well, taken from an event on Governor's Island earlier this year.
