Explain this to me! CHP pulls car over NY/PA Border

I live on the border of New York and Pennsylvania where recently I was driving over the border and on the side of the road a police car labeled California Highway Patrol was behind a car with it's lights on. Can someone explain this to me like why was there a CHP car in NY and what legal authority does CHP have here in the North East?

Er...are you positive it was CHP?  What did the car look like? As in, what colors did it have?

Majority black with white front doors (front driver door and I assume same for passenger side but I passed on the left so all I saw was the driver side) and it looked like a white roof. Also the driver's door had "Highway Patrol" printed in gold above a star shaped badge.

I'm positive it wasn't CHP.  While they are technically state patrol in California, they'd have no authority in any other state (unless it was a special situation), let alone one so far away from Cali.

Or consider the possibility that their officer(s) were in that part of the country for a conference and they for some strange reason drove instead of flew (unlikely). If that was the case though, the could have stopped for an accident or disabled motorist or one of 1,000 different reasons.

 

But of course no, they would not have any jurisdiction or power to enforce any law outside of their own state.

An agency has no legal authority to conduct enforcement actions (detainment, arrests, etc) outside of their sworn territorial / subject jurisdiction. A state agency like CHP may be in town on a governor's warrant or extradition, but that's the only reason I could think of. None the less, they wouldn't have any authority to conduct business there.

Possibly a local agency with a similar color scheme to the CHP.  Also potentially a prop car from a movie company being either transported to the place where it would be stored/filmed, or used in a scene. 

 

Alternatively, some idiot with a black and white, playing copper.

@TA120 That is not necessarily true. If a New York officer saw a crime occur, and follows the vehicle into Pennsylvania he is able to conduct the traffic stop issue a ticket, arrest etc in another jurisdiction or state... due to the crime occurring in his state. ( I personally can articulate that all day)

CHP is not going to be conducting a traffic stop on you all the way up there. Either you were attempted to be stopped by a impersonator or it was a law enforcement officer in your state.

CHP is not going to be conducting a traffic stop on you all the way up there. Either you were attempted to be stopped by a impersonator or it was a law enforcement officer in your state.

Right. It doesn't matter where the enforcement action occurs, rather where the crime itself occurred (ex, pursuits into neighboring jurisdictions and the like)
