no it dosent give me the option. and even when i press it i cant go on duty

no it wont let me 

than try pressing f4 and typing ForceDuty in the RPH console, should make you instantantly go on duty.

i have uninstalled gta and am re installing it to try and fix it

lol, never uninstall gta, if there is a problem it's always (mostly) a mods fault, next time let us see if we can fix it.

no something was wrong with it to it wouldnt let me play even when i restarted.   and i ran out of backups so i needed a new clean gta
