Installed LCPDFR but game starts in hostage scene...

I installed the Mod. When I launch the game, I go into the console and go On Duty. But then the hostage scene continues to play out. I don't get to stop and head to the station. I tried to teleport but it automatically gives me a Mission Fail. It seems that I am stuck in this hostage incident and can't go anywhere to act like I am an officer who is on duty.

 

Any insight?

Just finish the mission or download a savegame with a finished game somewhere.
As soon as the mission's over, you'll be free to roam and play lspdfr.

You have to be in free roam.

I don't even remember this mission, but you need to complete it.

At what point is this mission over? 
Now I  have to drive a car and lose the cops....   does anyone know when  the mission/prologue is over?!?!?

Just ride out the mission.  Lose the cops, and do whatever else the game tells you, which may be to drive someone somewhere. I don't recall.  You will be put in free roam once the prologue is over.

Tried that but to no avail. Used another means, I'm past it now. So anxiously awaiting to play the Mod.

In order for LSPDFR to work You will need to complete the first couple missions Prologue and the mission where you hijack a couple cars with Lamar (it's the first mission in modern day LS and not the prologue) after that you have Free Roam, from there you can use LSPDFR.
