But it's the .exe file, he needs the update.rpf file which is a large, 700mb file.

If it's gonna take you less than 15 minutes then go ahead :D. If you are sure you have 1011 update file then go ahead.

Hmmm maybe there is another file that updates with the latest patch? You would have to find out if there are any other because I honestly don't know.

 

Honestly I don't think it is a problem with your game anymore. It may be a problem with your steam. I think there is a file that is like a cache for updates. You would have to find out on steam forums which one is it. It is a file that holds informations about unfinished updates, etc. In other words your steam thinks your game is on another version than it actually is.
