LSPDFR only requires RAGEPluginHook. For LSPDFR usage, you just need to wait for an update RAGEPluginHook.

Scripthook V is not used by LSPDFR, but extensively by other third-party modifications.

ScriptHookV is an indirect requirement in updates, since RPH uses it's values to update to the new game version.

I can't tell if you think that SHV is developed by Rockstar, but just in case you do, it isn't.

Oh nono I know that, I'm just mad that RockStar doesn't care about their modding community.

I mean, we are technically breaking their EULA, but I'd consider that their fairly neutral on mods. Of course, it'd be nice if they did, but that wouldn't happen.
