Low FPS playing LSPDFR even though having high end PC

Hello, I recently started playing LSPDFR and so far I've been really enjoying it.

I was very confident downloading all different mods, because of my new computer. After installing alot of callouts and car packs, my game started lagging terribly, going to 32 fps, which is

completely unacceptable for me. I tried installing new game folder, with fewer callouts and the fps were better, though still between 40-60 fps. On normal game I get around 100 fps, but as soon as I go on duty, my FPS drops significantly. I tried setting my procces on high both on steam and with prioritizer, but nothing seems to work. Is there anything more I can do, because I don't think it's normal for such computer not to handle such modding. 

 

P.S. I have everything maxed up, but even when I tried turning everything down, the FPS remained same, so I believe it has nothing to do with the graphics card.

 

My rig:

GIGABYTE GTX GeForce 1070 G1 Gaming 8GB

Intel Xeon 1231-V3 @3,4 GHz 

16 GB RAM

So do you think it's really a hardware problem? I can't believe, thousands of people play LSPDFR and I doubt they are playing with just few callouts, or that they play with many callouts and high end 2000 dollars computer. By the way, do you think that unlocking turbo regime on my xeon would make difference? And one more thing. When I look on CPU usage, it's around 50 %

Doesn't sound like a hardware problem to me, as you are able to run the game by itself at 100 fps.  You probably just have some old plugins installed...

I would try a few things before immediately coming to the grand conclusion that you're SOL. First and foremost, I would try each Callout pack/mod on its own and see how much it degrades performance. Degrading performance can occur because a certain mod isn't optimized properly, whether it's unoptimized code, or a potential problem with a feature within the mod itself. 

 

That said, it may be worth trying something like CPU Unpark. It unparks your dormant cores and then applications can take full use of them. Other little things like running literally everything possible in administration can help, also sifting through certain DLL's and seeing if any of them are "blocked" and then unblocking them can also be a culprit too. 

 

Checking off certain things to make sure your game is running optimal, especially with mods is one of those things some people have to do to get the most out of GTA. Hopefully a resolution can come out of this for you though. 

There's a couple of old plugins in the downloads that are known to kill FPS.  I think either Entity Persistence or Keep Calm will do that, and some others; they're just poorly coded.  Try adding things in one or two at a time to figure out what's causing it.
