Everything still looks like standard singleplayer to me. I followed the bare bones instruction. Went to three police stations. I can enter 1 of those. There is nothing there to start anything. I went through the rooms, i got 3 stars by entering the wrong one. How do I check if the mod is running? There are 7 police stations according to google, do all of these work? When in one, what then? The "how to get started" post needs like 2 screenshots, a map location, and the actual spot in the station where one can start the mod.

There would be icons on the map showing the locations of the police stations if the plugin is loaded.

Make sure you launch RagePluginHook.exe. If LSPDFR is set to load on startup, after the main loading screen, there will be a black screen with "Loading LSPDFR" in the bottom right. If not, you need to press F4 and type LoadPlugin "LSPD First Response.dll"

putting that into the F4 console did indeed work, i am seeing police stations marked on the map. I double checked the guides for install, i hope I did not miss that important extra info.

"If LSPDFR is set to load on startup" how do I do that? I would guess that part should have worked on its own, but by installing script hook over the lspd mod again it might have been purged? Whatever the case, you solved it, every much appreciated. Maybe you can add these infos about F4 console commands to the installation guide of the mod, or the "How to get started" section. Oh, this is gonna be a fun mod.

If you hold SHIFT while launching RagePluginHook it will open the settings menu and you can enable LSPDFR to load when RPH starts up.
